4.1 M€ for preventive substance abuse work. General grant 1.3 M€ (31%) - just under a third of the money goes out without earmarking. Substance education in schools (745k€) sounds like the schools' job. The 24/7 substance advice helpline (490k€) is concrete. Gambling harm prevention (276k€) is the same work Sininauhaliitto does with its own 368k€ Tiltti grant. Member organization grants of 73k€ are passed through EHYT - why doesn't STEA fund them directly? A-klinikkasäätiö (2.9 M€) and Sininauhaliitto (2.2 M€) do the same substance abuse work. Three big organizations, 9.3 M€ in total.
